Zepf Center has been serving the Lucas County community for over 40 years. We are the leading provider of behavioral health and substance use disorder services in Northwest Ohio. Services include adult and child psychiatric, substance abuse, case management, residential, and therapy programs, as well as career development and wellness services. Zepf Center partners with Neighborhood Health Association to provide primary care medical services to our patients to contribute to their continuum of care. Zepf Center is a trauma-informed agency and environment for both patients and staff.

We are currently seeking a full-time Community Workforce Manager to provide overall direction to programs. Supervises staff that provide workforce development and/or vocational rehabilitation services. Directs activities of professional and technical staff members and volunteers. Evaluates the work of staff and volunteers in order to ensure that programs are of appropriate quality and that resources are used effectively.

Essential Duties of this position include but are not limited to:

  • Provides programmatic direction to staff assigned. Assures the organization’s administrative philosophy, mission, and vision is carried out. Recruits for staff vacancies in assigned positions.
  • Provides clinical and administrative supervision to assigned staff in accordance with Zepf’s policies and procedures. Completes performance evaluations as required, providing feedback on performance. Approves time sheets and time off requests.
  • Establishes and maintains relationships with other agencies and organizations in the community in order to meet community needs.
  • Ensure productivity protocols are communicated clearly to staff and standards are consistently met. Monitor productivity of staff and evaluate performance per standards, including discipline. Approves time sheet and time off requests.
  • Responsible for understanding and compliance with the eligibility rules for various grant programs ensuring that subordinate staff is also in compliance.
  • Facilitate team meetings including, but not limited to: quarterly quality reviews with LMHA, monthly all-partner meetings, multi-vendor agency projects meetings, and NetWORK coordinator meetings.
  • May participate in community work projects with other agencies, staff development, agency-wide projects, and serve on committees/teams.
  • Develops or assists in the development of new programs or program components. Assures programmatic and related expenditures follow established priorities and remain within the constraints of the budget.
  • Assist in grant writing on new program proposals.
  • Implements a well-defined staff development.
  • Analyzes the data received to evaluate trends and assist project staff, make service adjustments as needed to assure outcomes are achieved.
  • Presents reports to partners, Advisory Board, funding agencies, elected officials and other interested parties. Explain trends and provide suggestions for improvement.
  • Develops, monitors and assures that assigned departmental goals and objectives are achieved. Monitors utilization of programs and develops strategies to assure optimal utilization. Assures utilization is consistent with staffing and budgets. Recommends adjustments and approaches referral sources when indicated as actual projected utilization figures change.
  • Works closely with mid-level management staff to integrate vocational services into the care of Zepf Center clients when applicable to that client’s situation. This includes attending team meetings, training vocational staff on outreach, as well as implementing appropriate documentation protocol for the clients that receive services from staff.
  • Promote and maintain positive relationships with all referral agencies, as well as other social service agencies.
  • Assures regulations and guidelines are followed, e.g. CARF. Establishes procedures when deemed necessary to meet these requirements.
  • Participate in assigned agency committee meetings.
  • Perform other duties as assigned to ensure department success
