Job Summary:

The Impact Manager, Public Policy assists and reports to the Director of Systems Change and Public Policy in identifying, monitoring/updating, communicating, and advocating for United Way’s priorities and positions on public policy issues and coordinating with advocacy partners. This position is part of the Community Services Team at United Way of King County. The Public Policy Impact Manager provides leadership in human services advocacy at the levels of federal, state, city, and county government.

The annual recruiting salary range is $ 70,500 - $ 74,500, DOE. This position is open until filled; first consideration will be given to applications received within two weeks of posting.

Essential Duties:

  • Identifies and researches relevant issues in United Way’s main investment and public policy areas in coordination with Impact investment managers, directors, Brand staff, and other internal staff.
  • Ensures public policy priorities are developed and pursued in a manner that centers racial equity and the voice of communities most impacted by the issues we seek to address.
  • Prepares written materials to describe the issues, United Way’s position, and the evolving positions of relevant public policy makers.
  • Writes and posts blog articles, composes action alerts, and writes letters and emails to public officials and constituents on public policy issues.
  • Supports Board oversight of Public Policy by preparing meeting and briefing materials and helps identify potential members for engagement and issues/speakers for meetings.
  • Manages lobbying contract and direct lobbying activity, including reporting to appropriate disclosure agencies.
  • Manages and coordinates direct advocacy from United Way donors, Board members, direct service recipients, volunteers, and other stakeholders.
  • Identifies organizations with whom to align policy and advocacy efforts. Prepares materials as appropriate.
  • Helps identify and organize meetings and/or discussions around relevant new and timely public policy issues/efforts.
  • Coordinates with the advocacy efforts of United Way’s Systems Change work.

Core Competencies:

  • Intermediate public policy knowledge with an understanding of public policy framework at federal, state, and local levels, as well as legislative and community decision-making processes.
  • Demonstrated ability to research and understand human services strategies and policy issues and their implications at the federal, state, and local levels.
  • Demonstrated ability to research, understand and interpret the interests of policy makers and United Way and judge whether an issue is appropriate for United Way and aligns with our philanthropic investments.
  • Deep understanding and analysis of the interplay of public policy and advancing racial equity from a community perspective using United Way’s Racial Equity Theory of Change.
  • Knowledge of policy issues related to human services and technical education policies related social supports for K-12, reengagement, and post-secondary education.
  • Proven facilitation and problem-solving skills.
  • Proven interpersonal skills with demonstrated ability to excel at building relationships in any environment. Demonstrated ability to establish relationships to communicate United Way’s positions effectively with elected and appointed officials.
  • Proven analytical, planning, and organizational skills to evaluate complex situations, synthesize large volumes of information relating to public policies, bills, meetings, .and develop and recommend solutions.
  • Demonstrated ability to use independent judgment in evaluating situations and recommending decisions.
  • Strong commitment to Racial Equity with demonstrated ability to engage in difficult conversations with individuals and groups around race, equity, diversity, and inclusion. Knowledge of racial justice, cultural differences; an understanding of systemic and institutional racial bias. Ability to demonstrate sensitivity to issues and concerns of communities of color and other diverse group.
  • Demonstrated interest in social justice.
  • Intermediate Microsoft Office skills.

Education and Experience:

Bachelor’s degree, or equivalent, in human services, public policy, public administration, social work, political science, economics, business administration or related field. A minimum of 5 years’ progressively responsible experience in public policy, racial equity, and related positions that includes research, analysis, critical writing, and judgment. Demonstrated experience in project management, organizational development, volunteer committee management.

Experience and understanding of systemic and institutional racial bias; sensitivity to issues and concerns of communities of color and other diverse groups including working with people from diverse racial, ethnic, and socioeconomic backgrounds, highly desired.
